Mayor Munchkin has the same year stamp as the original Kelly sculpts, 1994
but he is made several years later and with a special sculpt. He has molded
hair, even if only around the face - not ontop. His hat is stitched to the
head so you can't really see the top of his head, unless you cut off the
hat.
